He also said adoption should not run ahead of the country’s ability to retrain and support affected workers, that autonomous vehicles should scale only after safety is proven, and that people must remain in control as capable agents create harder-to-predict risks. The speech committed Singapore to practical safeguards at home and coalitions for international rules, while stopping short of specifying every enforcement mechanism or timetable. The value of the approach is its sequence: prove the system, govern the risk, support the people disrupted, then scale. That standard now needs measurable implementation through named regulators, published stop conditions, worker outcomes, incident disclosure, and public evidence that human control is operational rather than ceremonial.
