That is stronger than an innovation-only strategy because it recognizes that productivity, safety, and distribution are one policy problem. The people exposed to a transition should not become an afterthought to a deployment target.
Principles need public operating evidence
Human control must mean a named person can stop or reverse an action, not merely that someone supervises a dashboard. Safety proof needs published criteria, independent evaluation, incident reporting, and a clear authority that can delay scaling.
Worker support also needs measurable outcomes: who received training, whether the new role pays comparably, how long transitions take, and what income protection exists when the promised pathway fails.
