AI is scaling an existing criminal economy
The report describes region-specific concentrations—mobile-money fraud and infrastructure ransomware in East Africa, business-email compromise and romance scams in Central and West Africa, and globally connected threat actors targeting Southern Africa. Across those differences, AI reduces the cost of personalization and repetition.
Synthetic identities are especially consequential because they combine real and fabricated data to bypass verification, open bank accounts, secure mobile loans, and register SIM cards. The attack is no longer only against a person’s password. It is against the institutions that decide whether a person is real.
Coordination is the defensive technology
INTERPOL reports that four coordinated operations led to more than 1,500 arrests and recovery of over $100 million. That is evidence that cross-border action can disrupt the same networks AI helps scale.
The limiting factor is institutional speed. Banks, telecom providers, platforms, and law enforcement need lawful real-time channels for fraud signals, common forensic standards, and investigators trained to recognize AI-assisted tradecraft. Otherwise attackers will continue operating at machine tempo while defenders exchange information at bureaucratic tempo.
