Analytical lens

Separate the time defenders have to patch from what buyers spend, what an individual vendor earns and what investors are willing to pay for AI assets.

Affected groups
  • Security teams absorbing new work within an existing budget
  • Suppliers and investors exposed to different parts of the AI buildout
What remains unknown
  • The post does not supply a reproducible market-wide return series in the text reviewed.
  • A budget survey and two company results do not trace dollars moving between sectors.
Second-order effects to watch
  • Security purchases can move to product or infrastructure teams and disappear from the security department’s tally.
  • Consolidating onto fewer vendors could boost a supplier’s revenue without increasing a buyer’s total spending.

The public spending number that was not new money

South Korea illustrates a different trap. On November 2 its president sought support for ₩21.3 trillion for AI and three industrial megaprojects: semiconductors, physical AI and AI data centers. The cabinet’s September proposal already contained that figure. It is evidence that a government still wants to invest, not a second injection of funds or proof that listed AI stocks are cheap.

What could settle the bet?

Our October comparison uses regular-session closing prices: divide the ending price by the starting price and subtract one. It does not reinvest distributions. The two thematic funds have different holdings and weights; neither stands in for every infrastructure builder or defender. A stronger test would preselect more than one basket, repeat across several time windows, then follow the same buyers’ invoices. One month in which prices diverged does not prove the same investors sold one fund to buy the other.
