Risk perception is an input to democratic attention but a poor substitute for decision architecture; institutions need to translate distinct evidence classes into proportional actions without demanding emotional consensus.

Novel risks feel different from familiar ones
People do not evaluate risk with probability alone. Novelty, control, vividness, trust, and familiarity influence whether a threat feels urgent, tolerable, or impossible to process.
AI combines several anxiety-amplifying features: rapid change, opaque systems, concentrated expertise, disputed forecasts, and scenarios in which ordinary recovery may not be available.
The evidence classes should not collapse into one number
Present-day misuse, benchmark capability, observed autonomous behavior, expert forecast, and philosophical possibility provide different kinds of information. Treating them as interchangeable produces either overconfidence or alarmism.
A responsible account can say that biological misuse deserves immediate controls while also saying that long-term takeover scenarios remain uncertain. Those positions are compatible because they refer to different evidence and time horizons.
Action should be proportionate and revisable
Immediate hazards can trigger access controls, identity checks, monitoring, and incident response. Demonstrated frontier capabilities can trigger contained evaluation and independent review. Speculative pathways can justify research, scenario planning, and institutions capable of escalating later.
The objective is not emotional agreement. It is a decision system that can become stricter or looser as evidence changes while keeping irreversible exposure small during uncertainty.
- Label whether a claim is observed, demonstrated, forecast, or speculative.
- Separate consequence from probability and public exposure.
- Define the action attached to each evidence tier.
- Review the decision when new evidence arrives.
