Analysis frame
Mixed evidence
Workforce announcements require separating eligibility, actual departures and the causal role of automation.
- Employees weighing an exit and their households
- Remaining teams and managers responsible for workload and knowledge transfer
- How many eligible employees will accept the offer
- What happens to departing employees' tasks and whether automation changes them
- Departures could change mentoring and institutional knowledge even when short-term output holds up
- Work could shift to remaining staff or contractors, making payroll alone an incomplete measure of efficiency
Three numbers that should not be merged
Eligibility measures the reach of an offer. Acceptance measures actual participation. A reduction in roles measures an organizational outcome that can also reflect hiring, transfers and other changes. None of those figures, by itself, proves how much work AI has substituted for.
- Track actual departures separately from people offered a package.
- Ask how affected tasks are redistributed and whether service quality changes.
- Include the time required to train and support remaining staff in any efficiency assessment.
