From exemption to operating evidence
Zoox designed its vehicle around autonomy rather than modifying a conventional car, so the cabin has no manual driver position and can move in either direction. Federal safety standards, however, were built around controls, seating, mirrors, warnings, and crash assumptions tied to a human driver. The approval establishes a route through those rules for paid service; it does not eliminate the need for state and local operating oversight or continuous safety evidence.
The strongest public test will be what happens outside ideal conditions. Reporting should cover crashes and near misses, stalled vehicles, remote interventions, emergency-scene behavior, passenger evacuation, wheelchair access, software and sensor updates, cyber incidents, and recall execution. A vehicle without a steering wheel cannot hand control back to a passenger, so the recovery system is part of the safety case.
