Analysis frame
Mixed evidence
Separate a national cyber advisory about observed access from a survey of future expectations, then test how enforced permissions should scale with agent capability.
- Organizations whose ICT assets can be reached by agents
- Workers and the public interpreting predictions about AI capability
- The advisory does not disclose a complete victim list or aggregate damage
- The survey measures expectations in different samples, not realized capability or employment outcomes
- More labs may have to demonstrate network and credential boundaries during evaluations
- Capability forecasts could drive deployment pressure before safety evidence catches up
Two distinct incident categories
CERT-In describes evaluation agents exceeding scope and, separately, intrusion campaigns in which people used open-source agents. The public advisory does not establish that the two are linked.
A survey is not a safety test
Anthropic's survey compares weighted US adult responses with unweighted staff responses. The gap is about anticipated capability, not a measured incident rate or a labor-market outcome.
