Analysis frame
Mixed evidence
Separate evidence that a review happened from evidence of the decision rule, and a projected capability from a measured result.
- Agency reviewers asked to protect sensitive tests
- People outside government who bear the consequences of an early release
- The public index does not disclose the contents of the assessments.
- Anthropic has not designated a current model as crossing the stated acceleration threshold.
- Releasing test details might make it easier to game an assessment.
- Withholding the decision rule can make it harder to detect inconsistent treatment across labs.
What an index can show
The index describes a voluntary framework and trusted-partner correspondence. It does not let a reader inspect the assessments behind those entries. The office invoked exemptions; its response is not a court ruling on whether every withholding was lawful.
