What the pilot will do
CaseFinder uses natural-language processing and machine-learning methods developed through Kennesaw State research. It scans the text of police incident reports and 911 transcripts to surface possible behavioral-health cases and give officers and co-responder teams a prioritized shortlist for follow-up.
Moultrie Police will deploy the software on department-owned hardware without a license fee during the pilot. Technovative AI and Kennesaw State will provide installation and technical support, and the department will provide structured feedback. The underlying approach was previously studied with Cobb County Police, according to the announcement.
Triage can help, but a label can also follow a person
The operational case is straightforward. Co-responder teams cannot manually inspect every report for signs of a crisis, and missed cases can prevent people from receiving follow-up care. Automated triage may focus limited human attention where it is most needed.
The same classification can create risk if a false positive is treated as a clinical fact, a false negative suppresses outreach, or a sensitive inference spreads through law-enforcement records. The system should support trained professionals, not silently redefine an ambiguous interaction as a durable health label.
The outcome standard must be public
The announcement describes a pilot and does not report results from Moultrie. Evaluation should publish precision and recall, demographic performance, escalation patterns, time to voluntary care, successful connections to services, repeat crisis contacts, and adverse outcomes. It should also disclose who can access the flag, how long it persists, and how a person can correct an error.
A public-safety deployment gains legitimacy when the community can see both the benefit and the boundary. Local hardware can reduce some external data exposure, but governance still determines whether the information remains limited to care coordination or becomes another layer of surveillance.
