Why it matters
The electricity commitment is unusually large, and the promised benefits span more than utility demand. OpenAI also says it will make up to $71 million in Codex credits available to eligible Georgia students, create thousands of construction and on-site roles, prioritize local businesses, and develop a community compact after public consultation.
Most of these figures are forward-looking commitments from OpenAI and local project partners. Closed-loop cooling does not eliminate all water or energy impacts, and company-funded audits are only useful if methods, baselines, findings, and remedies are public. Project Camellia therefore offers a concrete test of whether voluntary community promises can remain accountable over a multi-year build.
