AI agents may receive bounded payment authority

Reuters reports that India is preparing a Unified Agent Protocol that could allow AI agents to make small UPI payments under rule-based instructions without separate approval for every transaction. Early uses may include frequent low-value purchases such as groceries.

The reported design would draw on UPI Circle for delegated authority and Reserve Pay for blocked funds, with spending limits, audit trails, and identity checks. The framework had not been publicly confirmed by the National Payments Corporation of India when Reuters reported it.

Scale makes consent and liability decisive

UPI processed 24.51 billion transactions worth 29.82 trillion rupees in August, making even a bounded agentic layer consequential at national scale. More advanced uses could include ordering around sale conditions or investing under price thresholds.

Users need permissions they can understand and revoke, merchants need clear agent identity, banks need real-time visibility and dispute procedures, and the liability framework must identify who pays when the agent, model, merchant, integrator, or account holder gets the instruction wrong.
