Agreement arrived before enforcement
Quartz describes support across major frontier laboratories for slowing capability growth while control research catches up. The proposed sequence begins with continuing access for outside evaluators, then moves toward shared company standards and government coordination.
What does not yet exist is just as important: no signed pact, common benchmark, public pause threshold, inspection rule, or penalty for defection. Agreement on the direction is evidence of concern, not evidence that the competitive race has changed.
Pacing is not a stop
Supporters distinguish a slower pace from freezing model development. Their argument is that increasingly capable systems require more time for evaluation, interpretability, security, and operational controls before each new step expands exposure.
That distinction matters because political opposition has framed delay as surrender to a rival. A useful framework must identify risks serious enough to constrain the leader, rather than allowing national competition to erase every proposed limit.
The first defection is the real test
A credible system must assume that at least one participant will face pressure to train faster, narrow an evaluation, conceal an incident, or invoke national security. Embedded evaluators can reduce that space only when their access and reporting cannot be withdrawn by the institution they inspect.
The next announcement should therefore publish the evaluator charter, the capability triggers, and the consequences. Until then, the brake exists as a proposal, while the accelerator remains connected to revenue, valuation, and state power.
