Governments and laboratories can define observable warning conditions now: unauthorized persistence, replication outside a test environment, resource acquisition, credential theft, successful attacks on essential services, concealed capabilities, containment evasion, or resistance to a valid shutdown command.
Those conditions should connect to precommitted consequences such as disclosure deadlines, independent investigation, access restrictions, temporary deployment pauses, stronger containment, and executive liability for concealed incidents. Catastrophic-risk governance becomes credible when the threshold and the response are visible before the emergency.
